The Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) Special Communications Missions Solutions Division has a requirement to procure OnTime Networks, LLC Ethernet Expansion Devices (EEDs), which consist of managed Ethernet switches and routers. NAWCAD Lakehurst, New Jersey, intends to issue a Request for Proposal (RFP) on a sole source basis to OnTime Networks, LLC for a firm-fixed-price, five-year indefinite delivery indefinite quantity (IDIQ) contract for the procurement of OnTime Networks, LLC EEDs. Delivery orders will be issued on a firm fixed-price basis. It is anticipated that the Government will be procuring a minimum of 10 Ethernet switches and 10 routers and a maximum of 65 Ethernet swithces and 65 routers throughout the validity of the IDIQ.OnTime Networks, LLC is the only EEDs that meet unique combination of requirements for flight clearence, cybersecurity approvals, and compatibility with the existing TacView Portable Mission Display (PMD), the Federated System Processor (FSP), and the aircraft federated data transfer unit. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate on a limited competition basis under the authority of 10 U.S.C. 3204(a)(1), Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the necessary technical data to effectively solicit the development of the required supplies or services by full and open competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Responses must be received by the response date and time of this notice. RESPONSES BY PHONE OR FAX WILL NOT BE ACCEPTED.
