The Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) Special Communications Missions Solutions Division has a requirement to procure Mercury Systems, Inc. Link-16 Controller Federated System Processors, mounting tray assemblies, and Removable Storage Media. The Government intends to procure the above items on a sole source basis to Mercury Systems, Inc. through a five (5) year, Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
