The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Rockwell Collins, Inc. (Collins) for a four-year Indefinite Delivery Indefinite Quantity contract for the Collins manpack radios, blade radios, power amplifiers, and ancillary items that will support the NAWCAD Webster Outlying Field (WOLF) Special Communications Mission Solutions (SCMS) Division. The purchase of Collins manpack radios, blade radios, power amplifiers, and ancillary items is due to the WOLF SCMS Division being tasked by the Air Force Life Cycle Management Center (AFLCMC) to provide the above items in support of the communication modernization of the Remote Radio Secure Voice System (RRSVS). The RRSVS requires modernization solution channel capacity via remote radio interface, uses Mobile User Object System constellation of satellites and the Integrated Waveform, and does not permit radio frequency interference. The request for the items listed above will improve channel capacity for the RRSVS remote radio interface to ensure interoperability with existing crypto equipment and Second Generation Antijam Tactical Ultra High Frequency Radios. Various qualification and acceptance testing has already occurred and been approved by the AFLCMC and introducing a new product would result in duplication of costs and delays of thirty-six (36) months. The Government intends to solicit and negotiate this requirement under the authority of 10 U.S.C. 3204(a)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
