The purpose of this notice is to inform interested parties that the NAWCADLKE intends issue a sole source order under a Basic Ordering Agreement (BOA) #N68335-20-G-3037 with Cost-Plus-Fixed-Fee items to Northrup Grumman Systems Corporation, 7301 Sykesville Road, Sykesville, MD 21784 for Advanced Recovery Control (ARC) System Upgrade – Prototype and Testing. This will include (1) manufacturing physical prototypes of the ARC System Upgrade for requirements verification during testing, (2) performing qualification tests on these prototypes, and (3) supporting developmental tests at NAWCADLKE. NGC is the original designer, developer, and manufacturer of the ARC system and is the only source with the requisite knowledge, experience, and technical expertise to continue production of the ARC system. NGC is the only known source capable of accomplishing this requirement in the required timeframe and without duplication of costs. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a solicitation, or an indication that the PMA-251 Program Office or NAVAIR will contract for the items contained in this RFI. The Advanced Recovery Control (ARC) System replaced the mechanical controlling mechanisms of the Constant Run-Out Valve and Retraction Control Valve actuators on the Mark VII Arresting Gear with software controlled electro-mechanical technology. The ARC System Upgrade project seeks to improve the current design. NAWCADLKE is requesting information from industry for the purpose of identifying qualified contractors capable of (1) manufacturing physical prototypes of the ARC System Upgrade for requirements verification during testing, (2) performing qualification tests on these prototypes, and (3) supporting developmental tests at NAWCADLKE. Such Companies are asked to respond to this RFI with a brief summary of their knowledge, capabilities, and experience in the ARC system which is currently installed on the Mark VII Arresting Gear. NAWCADLKE will not pay respondents for any information generated for or provided in response to this RFI. Submit your response in a Microsoft® Word or compatible format document in no more than twenty single-sided, single-spaced pages, 12-point, Times New Roman font, using a minimum of one-inch margins.
