It is the Government's intention to go sole source to Davis Aircraft Products Co., Inc., CAGE Code 98313, Davis Aircraft Products owns the drawings and data necessary to manufacture the Main Rotor Blades Restraint Set (P/N FD6700-8) and the MRB/TRB Adapter Storage & Transport (P/N FDC13550-041), which are items that have Davis Aircraft Products' part numbers (P/Ns) assigned. While Davis Aircraft Products’ P/Ns share the same National Stock Number (NSN) as the USN’s versions (P/Ns 70700-77116-041 and 70700-77515-041, respectively), their drawings, data, and P/Ns, are proprietary to them. Furthermore, the Indian Navy has previously procured multiple quantities of both PSE from Davis Aircraft Products and all quantities shipped have Davis Aircraft Products’ P/Ns assigned. It’s important to Indian Navy inventory management and configuration control that these additional quantities be the same Davis Aircraft Products’ P/Ns as the previous delivery. Based on the statutory authority permitting other than full and open competition 10 USC 2304(c)(1), only one responsible source, it is appropriate to procure the item described in Block 4 on a sole source basis from Davis Aircraft Products Co., Inc.
