It is the government’s intention to go sole source to Zephyr International, LLC. Zephyr International is the original designer and manufacturer of the Rescue Hoist Test Stand that meets the specification of the MH-60 aircraft and is the only source with the requisite knowledge, experience and technical data to perform this upgrade. The Rescue Hoist Test Stand is a Commercial Off the Shelf (COTS) product that was developed by the Zephyr International. Zephyr International owns the data rights to the Recue Hoist Test Stand. P/N ZGS-16000-6 and P/N ZGS-16000-6 v1 were originally procured as a Commercial Off The Shelf (COTS) item to fulfill the requirements of the US Navy. The Government does not possess the rights to the technical data required to upgrade the test stands. Zephyr International has no intention of selling the data rights at this time. It would cost the government approximately $3,000,000.00 to develop and test another Rescue Hoist Test Stand, which would not be recouped through competition.
