The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the procurement of four (4) Oxygen Servicing Carts, P/N 1SWQ1-ESS37-0001 that are required to support and ensure the P-8A aircraft can support both high and low pressure gaseous oxygen at the organizational and intermediate levels. This will support the United States Navy. The Government intends to issue a sole source contract to Epsilon Systems Solutions, Inc., 500 Woodlake Circle Suite E, Chesapeake, VA 23320. Under the authority of 10 U.S.C 3204(a)(1) (formerly 10 USC 2304(c)(1)), this firm is considered the only responsible source to provide this support equipment. Epsilon Systems Solutions, Inc. is the Original Equipment Manufacturer of the Oxygen Servicing Carts that are used across the fleet on the P-8A and owns all of the proprietary rights to the engineering data. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days (15) after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ in conducting market research of industry for the procurement of four (4) Oxygen Servicing Carts, P/N 1SWQ1-ESS37-0001 that are required to support and ensure the P-8A aircraft can support both high and low pressure gaseous oxygen at the organizational and intermediate levels. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with Epsilon Systems Solutions, Inc. 500 Woodlake Circle Suite E, Chesapeake, VA. Epsilon Systems Solutions Inc. is the sole designer, developer, and manufacturer of Oxygen Servicing Carts used on the P-8A aircraft and owns all of the proprietary rights to the engineering data. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
