The Naval Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a non-competitive basis with Undersea Sensors Systems Incorporated (USSI), CAGE 1JGV5, for the fabrication and delivery of additional Digital Vertical Line Array (DVLA) 2.0 Sonobuoys in support of PMA-264. USSI is the sole designer and developer of the DVLA 2.0 Sonobuoy, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis and in a cost effective manner. The Government intends to procure the above items under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, only one responsible source and no other type of supplies or services will satisfy agency requirements. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. There is no commitment by the Government to issue a solicitation, make an award(s), or be responsible for any costs incurred by interested parties before award of a contract for the effort described above. Interested parties, however, may identify their interest and capability by responding to the notice. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
