The Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF) Command’s Combat Integration and Identification Systems (CI&IDS) Division has a requirement to provide Cable Assemblies needed for OE-120 refurbishment. NAWCAD Lakehurst, New Jersey, intends to issue a Request for Proposal (RFP) on a sole source basis to BAE Systems Technology Solutions & Services, Inc. (BAE Nashua) for a firm fixed-price, five-year indefinite delivery indefinite quantity (IDIQ) contract for the procurement of Radio Frequency (RF) phase matched semi-rigid cables for the OE-120/UPX Antenna Group. Delivery orders will be issued on a firm fixed-price basis. It is anticipated that the Government will be procuring a minimum of 1,030 cable assemblies and a minimum of one (1) temperature cycle when issuing the first delivery order. It is anticipated that the Government will be procuring a maximum of 7,712 cable assemblies and a maximum of two (2) temperature cycles throughout the validity of the IDIQ. The NAWCAD WOLF CI&IDS Division has been identified as the Designated Overhaul Point (DOP) for the OE-120/UPX Antenna Group and, as such, is responsible for maintaining the approximately 150 OE-120/UPX Antenna Groups in the U.S. Navy fleet. The OE-120/UPX Antenna Group is used for Identification Friend or Foe (IFF) on the majority of shipboard combatants in the U.S. Navy. Procurement of these cables is required to support the refurbishment of 150 OE-120/UPX antennas. BAE Nashua is the Original Equipment Manufacturer (OEM) of the OE-120/UPX Antenna Group. Cable Assemblies, Inc. is the OEM of the RF phase matched semi-rigid cables for the OE-120/UPX Antenna Group. On 28 September 2020, BAE Nashua re-certified Cable Assemblies, Inc. and BAE Nashua as the only approved sources of supply to provide the RF phase matched cables for the CV-3372/UPX part of the OE-120/UPX Antenna Group. This certification ensures that the RF phase matched cables meet all Form, Fit, And Function requirements with no further alteration, redesign, or follow-on testing required and certifies compliance with all specifications outlined in MIL-DTL-29563A for the OE-120/UPX Antenna Group. These RF phase matched cables are required to be identical replacements for supportability and sustainment of the OE-120/UPX Antenna Group. An e-mail from Cable Assemblies, Inc. dated 23 August 2021 stated that Cable Assemblies, Inc. would not work directly with the Government for the RF phase matched semi-rigid cables. BAE Nashua is the authorized reseller of the Cable Assemblies, Inc. RF phase matched semi-rigid cables. THIS IS NOT A REQUEST FOR PROPOSALS. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate on a limited competition basis under the authority of 10 U.S.C. 2304(c)(1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the necessary technical data to effectively solicit the development of the required supplies or services by full and open competition. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
