The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract to Advanced Torque Products for the procurement of a quantity of two (2) each of the following Support Equipment (SE) items: Digital Torque Multiplier Assembly rate for 2000 LBS (PN: ATP2007) and Digital Torque Multiplier Assembly rated for 5000 ft lbs (PN: ATP5013), Digital Torque Multiplier Assembly (PN: ATP1008) and Torque Multiplier (PN: ATP1202) in support of the CH-53K program. These items are used to apply high torque values to fasteners throughout the H-53K Aircraft. The Government does not possess the manufacturing data or performance parameters necessary to manufacture this SE under a competitive procurement, and the OEM is unwilling to provide/sell its proprietary data. Only Advanced Torque Products possesses the data required to manufacture this SE. NAVAIR intends to procure under the authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
