SYNOPSIS Navigation/Communication Test Set, P/N: 90000108 The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a Sole Source basis with Tel-Instruments Electronics Corporation (Cage 92606) for a quantity of one (1) Test Set, Navigation/Communication, P/N: 90000108, NSN 4920-01-541-2764 for the Japan Air Self-Defense Force (JASDF). The JASDF requires the Test Set for testing the identification friend or foe (IFF) transponder. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. To try to develop this “asset” would incur costs that are not expected to be recouped through competition. Tel-Instruments owns the proprietary data necessary for manufacturing this item. Any attempt to procure a different part number would require the Government to fund a Preliminary Design. THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA PACKAGE/DRAWINGS TO ALLOW FOR A COMPETITIVE PROCUREMENT. All responsible sources may submit a response which may be considered by the Government in determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR PROPOSALS. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. Information provided herein is subject to change and in no way binds the Government to solicit for an award of a contract. Responses must be received within fifteen (15) days of publication of this notice.
