The Naval Air Systems Command (NAVAIR), Lakehurst, NJ has a requirement to procure a Storage Unit and Six Nitrogen deliveries on behalf of the Prototype, Manufacturing, and Test Department (PMTD), through a Firm Fixed Price contract, in accordance with the attached Statement of Work (SOW). The Government intends to procure the above items through a total small business set-aside. Proposals shall include price and technical write-up, be “FOB: Destination”, with inspection and acceptance at “destination.” Delivery is required prior to or on 14 September 2022. Hard copies of this Combined Synopsis/Solicitation and Amendments will NOT be mailed to the contractors. The Government will accept only electronic proposals. Additonal Information: The Prototype, Test and Manufacturing Department requires the procurement of compressed nitrogen for use in a vacuum furnace. The nitrogen shall have 99.995% purity and shall be in compressed gaseous form. In addition, due to a lack of a permanent storage facility, we require a storage trailer which is capable of storing at least 40,000 cubic feet of nitrogen. The trailer shall be capable of being connected to the plumbing feeding into our vacuum furnace. The dimensions of the trailer currently servicing our requirement is estimated to be eight (8) feet by twenty five (25) feet. This requirement is for six (6) deliveries of the specified nitrogen with a minimum of 35,000 cubic feet of nitrogen per delivery. The nitrogen shall be delivered on a trailer which will remain on site until the end of the contract. The contractor will deliver nitrogen within 48 hours of notification. There will be 1 base year for the Nitrogen Tube Rental and Nitrogen refills with a 4 year option period. The frequency of the deliveries is Bi-Monthly. What are the hours for the delivery of the Nitrogen? Answer: Monday through Thursday 0500-1630, excluding Federal Holidays 2. There are a total of 6 deliveries, how often are the deliveries expected (i.e. every other day, one time per week, etc.)? When will the final delivery be requested? Answer: We do not use the nitrogen every day, therefore, we request nitrogen on an as needed basis. Deliveries at this time are unknown. The final delivery will be requested in the last year of the contract, in enough time that we can use the nitrogen, before the trailer rental period would expire (the same time the contract would expire.) 3. Are there any special parts regarding the plumbing that we should be aware of for the connection? Answer: The connection would be from the trailer to the nitrogen, therefore, the contractor proposing the trailer rental should know what connections would be needed. 4. The solicitation states that you will need the trailer rental until the end of the contract, do you know that date? Answer: The schedule should be 9/15/22- 9/14/23, with four option years, therefore, the end date of the contract would be 9/14/27. 5. I am aware of payment on NET 30, but when are we allowed to invoice? Answer: The nitrogen fills can be invoiced after delivery. The trailer rental can be invoiced monthly after the month is over. 6. The current trailer that you have is 8 feet by 25 feet, is that sufficient or would you like something bigger? Answer: The trailer size of 8 feet by 25 feet is sufficient. 7. Can you provide the daily SCF required, along with working pressure and flow rates? Answer: We do not use nitrogen daily, therefore we cannot provide working pressure and flow rates. We only use the nitrogen for cooling processes, and use it sporadically.
