This is not a Request for Proposal, a Request for Quotation, or Invitation for Bids. The Naval Air Warfare Center Aircraft Division, Lakehurst intends to enter into sole source negotiations for inspection, repair, and calibration of the SM-932 COUNTERMEASURE SIGNAL SIMULATOR, PN 01-618-5494, NSN 5865-01-618-5494. Northrop Grumman is the Original Equipment Manufacturer of the COUNTERMEASURE SIGNAL SIMULATOR and they hold the proprietary rights to software source code, design documentation, and data rights associated with this effort. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1, therefore, a solicitation is not available for this procurement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
