The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis with the Original Equipment Manufacturer (OEM), Lockheed Martin (LM), Orland, FL, for upgrade of the AN/ALQ-507 Operational Flight program (OFP) Canadian Mission Data Load Tool (CDNMDLT) software for use in Mission Data Load (MDL) build to support the AN/ALQ-507 and AN/ALQ-230 Electronic Support Measure (ESM) Systems; and Canadian Standard Electronic Warfare Integrated Reprogramming (EWIR) Reference Format (SERF) Parser for use in MDL/MDF build support to the AN/ALQ-507 (CP140) and AN/ALQ-230 (CH148). LM is the original designer, developer and manufacturer of the aircraft and related systems and is the only source with the requisite knowledge, experience and technical expertise to upgrade the existing software. The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
