The Naval Air Warfare Center – Aircraft Division, Lakehurst (NAWCAD LKE) intends to solicit, negotiate, and award a firm-fixed price Contract on a sole source basis to Lockheed Martin Corporation (LMCO), CAGE 03538, for the upgrade of the Depot Level Special Test Equipment (STE) Windows 7 based operating system to the Windows 10 based operating system and efforts required to support the Risk Management Framework (RMF) Authority To Operate (ATO) or Assess Only (AO) process, CYBERSAFE, and cyber test requirements for the E-2D RADAR Early Warning Radar System Line Replaceable Modules (LRMs). LMCO is the only vendor that can meet the Governments requirement. LMCO is the sole designer, developer, manufacturer, and integrator of the E-2D Advanced Hawkeye (AHE) AN/APY-9 Early Warning Radar System. Also, LMCO is the only source with the requisite knowledge, experience, technical expertise, and source data for the AN/APY-9 Early Warning Radar System.. Any other source would need to possess the technical data to be able to perform this requirement, which LMCO has proprietary rights to the technical data for the E-2D AHE AN/APY-9 Early Warning Radar System. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. All responsible sources may submit a capability statement, proposal, or quotation,that if received by 1:30 PM EDT on 20 August 2021, shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Responses to this notice must include the company name, point of contact, address, area code and telephone number, electronic mail (e-mail) address and company literature sufficient to determine the capability of this company to perform this effort.
