UPDATED TO INCLUDE REVISED QUANTITIES The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a non-competitive basis with the Canadian Commercial Corporation (CCC) who will subcontract 100% of the efforts to L3 Communications Wescam for the procurement of up to twenty-eight (28) L3 Wescam MX-series exportable Electro-Optical/Infrared (EO/IR) turrets (P/N 45000-49; NSN: 5895200120904) and up to twenty-nine (29) Digital Master Control Units (DMCU) (P/N 44160-05; NSN: 6720200120534). The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. FAR 6.302-1 (a)(2)(iii)(A), states supplies may be deemed to be available only from one responsible source when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the procurement specialist, Mr. Michael Miller at Michael.t.miller248.civ@us.navy.mil. Responses to this notice must be submitted by 14 October 2021. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition. This Sources Sought / Request for Information (RFI) notice is being posted in accordance with DFARS 206.302-1(d). The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement to provide L3-Wescam Electro-Optical / Infrared (EO/IR) turrets for integration onto P-8A aircraft to provide critical Intelligence, Surveillance and Reconnaissance (ISR) to support the mission of the Maritime Patrol Reconnaissance Aircraft (PMA-290). The L3-Wescam turrets deliver primary sensing functionality at forward operating bases and a variety of land and sea environments which require continuous ISR support. These turrets provide the US Navy and partner nations the ability to detect and analyze hostile intent and reduce and eliminate enemy threats before they become dangerous. Additionally, this equipment will provide support for a variety of Continental United States and Outside Continental United States surveillance requirements by providing critical ISR, force protection and counter-improvised explosive device capabilities. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. In response to this RFI, respondents shall submit written responses, not-to-exceed ten pages in length via electronic mail. Respondents should include product specifications with submission and proof of certifications. Product specification, sketches, or listings of authorized distributors do not to count as part of the page count. The Government is interested in receiving vendors’ price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA. The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. All information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure in accordance with FAR 15.207, Handling Proposals and Information. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated solicitation that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the beta.SAM website: www.beta.SAM.gov. It is the potential vendor’s responsibility to monitor this site for the release of any follow-on information.
