The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed price contract, on a sole-source basis, to Eaton Aerospace LLC, Grand Rapids, Michigan (CAGE 17472) for the procurement of one (1) Feel Trim Actuator (FTA) F/A-18 A-D and E-G Lateral and Longitudinal Stick Position Sensors Test Bench. This procurement is required to support of the Fleet Readiness Center Southeast (FRCSE). Eaton Aerospace LLC is the only source with the requisite knowledge, experience and technical expertise to produce the FTA F/A-18 A-D and E-G Lateral and Longitudinal Stick Position Sensors Test Bench. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above integration and enable a competitive procurement. Eaton Aerospace LLC, as the manufacturer with the proprietary data, is the only source with the technical data, facilities and capabilities required to provide the FTA F/A-18 A-D and E-G Lateral and Longitudinal Stick Position Sensors Test Bench. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
