The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the DF 430 Aircraft Direct Finder (DF), the Radio Turning Panel (RTP) 4230 and the HF-121 High Frequency Radio, required technical data, spares, Repair of Repairables and technical support associated with aircraft integration and ground flight test functions. It is required to support maintenance and installation to the P-8A Lots twelve (12), thirteen (13), and fourteen (14) for the United States Navy and Royal Australian Air Force with Foreign Military Sales customers. The Government intends to issue a sole source contract to Rockwell Collins, 400 Collins Road NE, Cedar Rapids, IA 52498. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is considered the only responsible source to perform this effort. Rockwell Collins is the sole designer, developer, and manufacturer of the DF 430 Aircraft Direction Finder, the RTP 4230 Radio Tuner Panel, and the HF-121 High Frequency radio used in the P-8A aircraft and the only source capable of meeting the Government’s requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days (15) after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, NJ in conducting market research of industry for the procurement DF 430 Aircraft Direct Finder (DF), the Radio Turning Panel (RTP) 4230 and the HF-121 High Frequency Radio, required technical data, spares, Repair of Repairables and technical support associated with aircraft integration and ground flight test functions. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with Rockwell Collins 400 Collins Road NE, Cedar Rapids, IA. Rockwell Collins is the sole designer, developer, and manufacturer of the DF 430 Aircraft Direction Finder, the RTP 4230 Radio Tuner Panel, and the HF-121 High Frequency radio used in the P-8A aircraft. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Respondents are notified that a formal solicitation may not necessarily result from this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement. Any requests for copies of solicitations will not be addressed since this is an RFI, not an RFP. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation.
