The Naval Air Systems Command (NAVAIR) Lakehurst, NJ, in cooperation with Naval Air Warfare Center Aircraft Division (NAWCAD) Patuxent River, MD, intends to procure, through competition on a Fixed Price basis, a High Resolution (HR) Variable Pressure (VP) Field Emission Scanning Electron Microscope (FESEM), with the option for maintenance support for four (4) one year periods after the expiration of the initial (1) year warranty. It is anticipated that this effort will have a delivery time frame of five (5) months, with four (4) twelve month option periods. This will be a Firm Fixed Price contract, in accordance with the attached Statement of Work (SOW). The Government intends to procure the above items through a full and open competition. (i) THIS IS A COMBINED SYNOPSIS/SOLICITATION for Commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Naval Air Warfare Center Aircraft Division (NAWCAD), Lakehurst, NJ intends to solicit, negotiate, and award a fixed -price purchase order, on a sole source basis to JEOL USA, Inc., located in Peabody, MA, for a High Resolution (HR) Variable Pressure (VP) Field Emission Scanning Electron Microscope (FESEM), P/N IT-800HL. This procurement shall include: main unit, variable pressure components, back scattered electron (BSE) and secondary electron (SE) detectors, energy dispersive spectrometer (EDS), chamber camera navigation system, transformer, compressor, isolation platform, workstations, shipping, rigging and installation, and on-site training. The JEOL IT800HL manufactured by JEOL USA, Inc. is the only product that satisfies all technical requirements of the NAWCAD Patuxent River Materials Engineering Division Metals Branch. The limiting requirements are as follows: It is required that the UHR VP FESEM can operate at a voltages equal to or lower than 15V for the purpose of high vacuum imaging of low conductivity materials. It is required that the system have an integrated (not 3rd party) Energy Dispersive Spectroscopy (EDS) system to allow for chemical analysis without the need for additional computers and networking. It is required that the beam resolution is 1.4nm or better during operation at 1kV, and capable of operating at pressures between 15-275Pa in low vacuum mode. In concert, these requirements eliminate all models except the IT800 JEOL USA, Inc., as the Original Equipment Manufacturer (OEM) of the IT800, holds the proprietary rights to the technical data for this item. JEOL USA, Inc. is the only source able to provide this instrument as part of this instant effort. The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
