The Naval Air Warfare Center Aircraft Division Lakehurst, New Jersey intends to negotiate on a noncompetitive basis with Kahn Industries, Inc., the Original Equipment Manufacturer (OEM), for the evaluation and repair of one (1) Kahn Model 406-040-008 water brake Dynamometer (S/N 1451-1) used in buildings 133 and 3402 at Naval Aviation Depot, Cherry Point, NC. The dynamometer is to be fully disassembled and all components will be dimensionally evaluated and inspected for damage or wear using the original proprietary manufacturing drawings and specifications. The rotating parts will undergo magnetic particle inspection to verify that there are no cracks. All critical fits and dimensions will be measured, including: bearing/shaft fits, bearing/bearing housing fits, stator stack height, flinger/rotor spacer parallelism, and rotor runout. Once the evaluation is complete, an evaluation report and quote will be provided for the repair requirement of the Dynamometer. The repair requirement is defined as the contractor providing all required services (procurement, transportation, engineering, parts, tools and materials) to successfully perform and complete the repair. The Dynamometer was developed by Kahn Industries, Inc. at private expense for the commercial marketplace and is marketed to non-governmental customers. Therefore, the OEM maintains all data rights to their equipment, specifications, drawings and assembly procedures which are not available through other sources. The Dynamometer specifications, drawings and assembly procedures are proprietary to the Kahn Industries. Only the OEM who have the specially trained and knowledgeable artisans are authorized to inspect and evaluate for repair on the equipment. No other contractors are authorized to perform the maintenance or repairs to this equipment. The Government intends to procure these items under the authority of 10 USC 2304 (c) (1), Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Responses must be received by the response date and time specified for this notice.
