The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Testek, LLC located in Wixom, MI to provide the Government’s requirement of the Inspection and Evaluation, Repair, Upgrade, Training, and Sustainment of Testek Industrial Plant Equipment for in support of Commander Fleet Readiness Center (COMFRC) which over sees three (3) major depot level maintenance centers located at Fleet Readiness Center South East (FRCSE), Jacksonville, Florida, FRCE, Cherry Point, North Carolina and FRCSW, North Island, California. The Fleet Readiness Centers (FRCs) are industrial facilities that rework, repair, and overhaul various aircraft, engines and components. To support depot level maintenance operations, various industrial plant equipment, along with industrial plant equipment sustainment efforts, are needed to adequately support and meet fleet aircraft schedules, obtain solution for product lines challenged by obsolescence issues – materially-aged, and technologically-dated industrial plant equipment negatively impacting the command’s capacity to support 4th and 5th generation weapon systems. Appendix A lists the Original Equipment Manufacturers (OEM) industrial plant equipment that will fall within scope of this contract effort. This equipment is manufactured by Testek, Avtron, and AAI/ACL Technologies. In 2017, Avtron and Testek merged companies and are now known as Testek Solutions also known as Testek, LLC. In 2009, AAI Corporation exclusively licensed the AAI/ACL technology product lines to Testek. The listed equipment were either designed and/or manufactured by Testek / Avtron who are now Testek Solutions and have exclusive rights to the designs and data in the case of the AAI/ACL technologies equipment. Testek owns all proprietary information ciritcal for the repair and support of all equipment listed in Appendix A. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government. Responses must be received within fifteen (15) days of publication of this notice.
