The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract to NAV-Aids, Ltd. for the procurement of a quantity of four (4) Air Data Accessory Sets, Part Number:... The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a sole source contract to NAV-Aids, Ltd. for the procurement of a quantity of four (4) Air Data Accessory Sets, Part Number: ADA53K-723 in support of the CH-53K program. The adapter sets consist of all of the components required to interface with the CH-53K aircraft and the Air Data Test Set in order to perform functional testing of the Air Data system. The Government does not possess the manufacturing data or performance parameters necessary to manufacture this accessory set under a competitive procurement, and the OEM is unwilling to provide/sell its proprietary data. Only NAV-Aids possesses the data required to manufacture this accessory kit to ensure that it meets all specific CH-53K requirements identified after validation testing. NAVAIR intends to procure under the authority of 10 USC 2304(c)(1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
