The Naval Air Warfare Center, Aircraft Division Lakehurst, NJ intends to solicit on a sole source basis to Petroleum Analyzer Company (PAC) located in Houston, Texas. The anticipated Firm Fixed Price contract is for the acquisition of a OptiFZP Freezing Point Analyzer, part number (P/N) 0117-011-001 in support of the MQ-4C Program. The awarded contract will be for a one time purchase of one (1) OptiFZP Freezing Point Analyzer. The Government intends to negotiate this procurement under the authority of 10 U.S.C. 2304 9 99 9(c) (1), as implemented by FAR 6.302-1. The Government does not own the data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
