Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to enter into a sole source delivery order with Diagnosys Systems, Inc. of Westford, MA for one (1) PinPoint II R Electronic Circuit Test Set and the associated XJTAG software development program (XJTAG Software XJDeveloper, XJTAG Software XJRunner, XJAnalyser, XJQuad). The Lakehurst SCRM Team requires this procurement to further develop supply chain risk management supplier assessment, component analysis, and cybersecurity data analytics capabilities. This procurement will also satisfy the requirement for reverse engineering capabilities within the lab. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement is within the discretion of the Government.
