Naval Air Warfare Center – Aircraft Division, Lakehurst, NJ, intends to solicit, negotiate, and award a purchase order with Thermo Electron North America, LLC of West Palm Beach, FL, a sole source basis, for full service level preventative maintenance, parts, repair, and system technical support for the following Thermo Scientific instruments: ARL 3460 Optical Emission Spectrometer (OES), ARL QUANT'X Energy Dispersive X-Ray Fluorescence (EDXRF) Spectrometer, and NicoletiN10 Fourier Transform Infrared (FTIR) Microscope Spectrometer with Nicolet iZ10 attachment. The coverage period for support for the NAWCAD Lakehurst Materials Engineering Laboratory is 1 October 2021 through 30 September 2022 with the option for coverage for four (4) twelve month periods. The Government intends to procure the above services under the statutory authority of Title 10 U.S.C. Section 2304(c)(1) as implemented by the Federal Acquisition Regulation (FAR) Section 6.302-1, only one responsible source. FAR 6.302-1(a)(2)(iii)(A) states services may be deemed to be available only from one responsible source when it is likely that award to any other source would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. THIS NOTIFICATION IS NOT A REQUEST FOR PROPOSALS. No contract will be awarded on the basis of offers received in response to this notice. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination not to compete this requirement is within the discretion of the Government.
