The Naval Air Warfare Center Aircraft Division Lakehurst intends to issue an award on a non-competitive basis with FXC Corporation Costa Mesa, CA (Cage 52497) for the procurement of four (4) Part Number: 711-07153, NSN: 1670-01-508-8838, Auto Testers for the Model 2400 Ripcord Release. The Automatic Testers are required to perform Intermediate and Depot Level testing of the Model 2400 Automatic Parachute Ripcord Release. The Tester is to be utilized with the Parachute Harness Survival Vest Assembly worn by the aircrew on the E-2D Advanced Hawkeye Aircraft. The Government intends to procure the above items under the authority of 10 USC 2304 (c ) (1), FAR 6.302-1, FXC Corporation is the only supplier that can provide this requirement due to the proprietary nature of the airborne parachute equipment and the support equipment required to install, remove, and repair the Parachute System on-board the E-2D Advanced Hawkeye. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government, not to open the requirement to competition based on the response to this notice, is solely in the discretion of the Government.
