The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis to Tel-Instrument Electronics Corp. (CAGE 92606) for the procurement of TEST SET,NAVIGATION/COMMUNICATION PART NUMBER 90000108 in support of the Bahrain Defense Force AH-1Z Program. Tel-Instrument is the Original Equipment Manufacturer, with no authorized distributors to design and develop the above Support Equipment to fulfill the maintenance requirements. The Test Set,Navigation/Communication PN: 90000108 is manufactured by Tel-Instrument and holds all the proprietary data and design rights to the Support Equipment and has indicated no intentions of selling those rights. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
