The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award a Cost Plus Fixed Fee contract, on a sole source basis to The Boeing Company in Seattle, WA, for Level-of-effort support to the Royal Australian Air Force (RAAF) for the ground support integration and airworthiness certification of the P-8A platform. The Contractor shall support the Government in planning. The support shall be related to planning requirements and support that fall within the following scope: (1) research, development, test, evaluation, and integration of the required P-8 ground support system and interfaces into the RAAF infrastructure to support the addition of the P-8A platform; (2) airworthiness analysis and planning, airworthiness process compliance; (3) engineering investigations, trade studies, and analyses; (4) integration support for avionics, communications, mission, and weapons systems; (5) DMS support for RAAF-unique environment considerations; (6) System Safety analysis to support the Australian airworthiness certification; (7) Structural analysis to support Australian airworthiness certification and maintenance planning; (8) Air vehicle support for RAAF corrosion criteria assessments and planning; (9) RAAF unique configuration assessments; (10) Australia specific WHS/HAZMAT tasking; (11) Rough-order-of-magnitude cost assessment for the above scope of activities. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fourteen (14) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses stating interest must be received within fourteen (14) days of publication of this notice.
