The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCADLKE) intends to enter into sole source negotiations with Turtle & Hughes, Inc., Linden, NJ, for the following Rockwell Automation Programmable Logic Controllers(PLCs) in support of the US Navy’s Eletromagnetic Aircraft Launching System (EMALS) program: The requirement will be filled with 1756-L84E qty 2, 1756-A7 qty 11, 1756-EN2T qty 12, 1756-IB16 qty 5, 1756-IF8 qty 4, 1756-IRT8I qty 7, 1756-L81E qty 3, 1756-OX8I qty 2, 1756-PA75 qty 14, 1756-A10 qty 3, 1756-IF16 qty 4, 1756-OW16I qty 3, 1756-CN2 qty 8, 1756-OB16E qty 3, 1756-HSC qty 2, 1756-L72 qty 3, 1756-RM2 qty 3, 1756-OG16 qty 2, 1756-TBNH qty 11, 1756-TBCH qty 21, 1786-TPR qty 8, 1786-XT qty 3, 1786-BNCP qty 4, RSLogix Studio Professional License AB 9324-RLD700NXENM qty 2, MVI56E-GSCXT qty 3, 9800-DC8AUTOA (3 years of support billed annually - 1 year now with 2 option years), 9800-DC8HMICOM (3 years of support billed annually - 1 year now with 2 option years) The manufacturer (Rockwell Automation) produces the PLCs currently used within the EMALS shipboard system. Due to the level of customization and integration of these PLCs into the overall system, the lab units must exactly replicate the shipboard units to ensure there is no computational differences between these lab units and the shipboard units. Because the units are currently deployed on the ship, replacement of the units at the laboratory level would also mandate replacement of the equipment on the ship, requiring complete environment testing, design and development of the replacement units at great expense. The Government could not recuperate the expense that would be spent for redesigning the system. NAICS Code: 335314. The Government does not have the detailed data rights for this effort. NAWCADLKE intends to procure these items under the authority of 10 USC 2304 (C ) (1), as implemented in FAR 6.302-1. No solicitation package is available for this procurement. All responsible sources are encouraged to submit a proposal, which may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement based upon the response to this notice is solely within the discretion of the Government.
