The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate on a sole source basis for the issuance of a Basic Ordering Agreement (BOA) with Quality Performance, Inc. (QPI), Fredericksburg, VA. It is anticipated that orders will be placed via this BOA for Moriah Wind System (MWS) and Digital Wind System (DWS) for System Repair; System Upgrade; System Upgrade Kits; System Change Kit; Technical Data; Technical Studies; Diminishing Manufacturing Sources and Material Shortages mitigation strategies (DMSMS); Installation and Checkout (INCO) Spares; Testing; Technical Services; Engineering Services; Refurbishment Services; Storage Services for Government Property; Hardware; Software; Engineering Change Proposals and Training . QPI is the only authorized distributor in the United States for the DWS and MWS Original Equipment Manufacturer (OEM) Aeronautical & General Instruments Limited of Dorset UK (AGI) for all phases of support for the US Navy. The Government intends to procure the above items under the authority of 10 USC 2304(c)(1), FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Actions contracted for in the pending BOA is necessary to support the MWS based on the vendor having access to the proprietary information owned and controlled by AGI through QPI. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this advertisement in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
