The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award an Indefinite-Delivery Indefinite-Quantity (IDIQ) contract, on a sole source basis to Olympus America in Waltham MA, for a quantity of three hundred and twelve (312) handheld Ultrasonic Testing (UT) systems, and one hundred fifty nine (159) handheld Bonded Materials Testing (BMT) systems, in support of PMA-260-C31. The Suite of Ultrasonic Inspection Testing Systems (SUITS) Program consists of both a handheld UT System with a dual pulser for spike/square wave inspections and a handheld BMT System with resonance, pitch/catch, and mechanical impedance analysis modes. SUITS are portable, self-contained, battery-operated ultrasonic units required to perform Nondestructive Inspection (NDI) of aircraft components and Support Equipment for near surface and below surface cracks, discontinuities, corrosion, disbonds, delaminations, crushed core defects and measure thickness on metal and composite materials. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice. Offerors must be registered in the System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any DoD contract.
