The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to solicit on a sole-source basis to Precision Filters, Inc., located in Ithaca, NY for the 28000 Signal Conditioning System in support of the CVN-79 Aircraft Carriers Advance Arresting Gear (AAG) Test program. PFI provides a unique TD4 filter and must be used by this test program as all previous data acquired during similar tests of the Mark-15 used this signal conditioning and filter, to change would create ambiguity between data sets. The signal conditioning system must be 100 % compatible with current system and must be able to be seamlessly inserted into existing test configurations and be interchangeable with current assets. NAVAIR intends to procure under the authority of 10 USC 2304 (C) (1), as implemented in FAR 6.302-1. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. This notice of intent is for informational purposes only, and not a request for competitive proposals. The Government will not pay for any responses in regards to this notice. Respondents to this presolicitation should provide the following: - Technical and experience information on their ability to provide that meets the parts list above - Identification of business size, specifically, small business size status ( i.e. Small Business, Hubzone, 8(a), SDVOSB, etc.) -Rough Order of Magnitude pricing information. Also, all vendors must be registered in Systems for award Management (SAM Database. The internet website is hhtps://www.sam.gov/portal/public/SAM/. It is mandatory to register with the SAM as your DUNs Number (Data Universal Numbering System) and you’re CAGE CODE (Commercial and Government Entity) code will be required to conduct business with the Department of Defense. In addition, all invoices will be electronically submitted in the Wide Area Work Flow (WAWF); information will be available in subsequent order.
