The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst received a requirement to acquire hearing protection equipment. In the design of the hearing protection equipment, the use of rayon has been established as integral to the product. Rayon is a material (fabric) subject to the provisions of the Berry Amendment. A Determination has been made that rayon yarn/fiber is not currently produced in the United States or its possessions. The Defense Logistics Agency (DLA) has already made a determination that rayon, as a material, cannot be acquired from a domestic source and a Domestic Non-Availability Determination is in effect for rayon for DLA requirements. NAWCAD Lakehurst is hereby requesting producers of rayon yarn/fiber complying with specification of domestic source and content requirements of the Berry Amendment to identify themselves through this sources sought notice. In accordance with 10 U.S.C. 2241, every component (including all natural and synthetic fibers) must be grown and produced in the United States or its possessions. If your firm meets this criteria and produces rayon/fiber domestically, please respond to this notice with your firm’s name, CAGE code and point of contact. NAWCAD Lakehurst will also entertain domestically produced substitutes for rayon yarn/fiber. If your firm manufactures a domestic substitutes for rayon yarn/fiber, please submit a response to this notice with your firm’s name, CAGE code, point of contact and specifications of the substitute.
