The Naval Air Warfare Center Aircraft Division Lakehurst, NJ (NAWCAD) intends to enter into a sole-source firm-fixed price contract with Tension Member Technologies (TMT) of Huntington Beach CA, 92649-1616 for the simultaneous testing of bend-over-sheave (BOS) fatigue and simulated abrasion of wire ropes. The NAICS code associated with this requirement is 541380. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. TMT is the only company that can meet the agency's need for the simultaneous testing of bend-over-sheave fatigue and simulated abrasion of wire ropes. The purpose of this test is to evaluate the effect of abrasive damage on fatigue testing of the purchase cable. Different test setups and procedures of fatigue testing will result in moderate deviations in tested wire rope life. An established baseline is therefore required for NAWCAD to evaluate the life differences when abrasive damage is added. NAWCAD has developed a baseline for the purchase cable through previous testing with TMT. This was done on samples provided by TMT through previous three (3) competitive BOS contracts. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
