The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Tescan USA, Inc. Warrendale, PA (CAGE 0FX68) for the procurement of Tescan MIRA3 GMU FE-SEM Maintenance coverage for the Tescan Field Emission Scanning Electron Microscope. This procurement is required to support the Fleet Readiness Center Southeast (FRCSE). Tescan USA Inc. is the original equipment manufacturer (OEM) and developer of MIRA-3 GMU Scanning Electron Microscope. The equipment component and system design, as well as the underlying operating computer code, are proprietary and only available to Tescan USA Inc. maintenance personnel. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because procuring future services via another source would result in a costly duplication of effort. Tescan USA Inc. is the only source that can provide the maintenance coverage for the Tescan Field Emissions Scanning Electron Microscope. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
