The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit, negotiate, and award a fixed price a base year with two (2) year option sole source contract, to Promodel Corporation, for ProModel Softwares. Specifically, this software will support the development and testing of the Seabasing/Seastrike Aviation Model (SSAM) for Developmental Testing (DT) and Operational Testing (OT) of CVN 78 Class aircraft carriers. The procurement is for annual support, to include IT support, software updates, and any available ProModel training online webinars. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Government does not own the data rights and a competitive drawing package for this effort is not available. This notification is not a request for competitive proposals. However, all responses received within fifteen (10) days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation will be available for this procurement.
