The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Varex Imaging Corporation, doing business as VMI, Pensacola, FL (CAGE 8BBQ3) for the procurement of one (1) VMI Model 5100 MS with the latest version of the StarrView software to support Non-Destructive Testing (NDI) of aircraft components from the F-5F/N aircraft in accordance with NAVAIR Instruction 01-F5AAA-36. VMI owns proprietary data rights over the Starrview system, is the sole source developer and owner of all material and data relating to Starrview and is the only vendor capable of meeting the necessary requirements of FRCSE. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because procuring future services via another source would result in a costly duplication of effort. VMI is the only source that can provide the VMI Model 5100 MS with the latest version of the Starrview software. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
