The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Hoffman Engineering, LLC, Stamford, CT (CAGE 06097) for the manufacture of five (5) Straight Telescopes P/N NVG-102C. This procurement is required to support the C-130 mission readiness. Hoffman Engineering, LLC is the only manufacturer with the unique technical expertise to supply the Straight Telescope to the same form, fit and function that is compatible with the existing NVIS goggles P/N AN/PVS-7D. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to organically design the above item and enable a competitive procurement. Hoffman Engineering, LLC, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the Straight Telescope. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The following information is provided to assist the Naval Air Warfare Center Aircraft Division (NAVAIR) Lakehurst, NJ in conducting market research of industry to identify if there are alternate options to meet USN needs for the procurement of 5 NVIS Covert Inspection Scopes P/N NVG-102C, NSN 1240-01-473-0059 in support of the C-130 program. At this time, pending market research results, NAVAIR Lakehurst, NJ intends to negotiate on a non-competitive basis with Hoffman Engineering LLC for the required NVIS Covert Inspection Scopes. Hoffman Engineering LLC is the only source with the requisite knowledge, experience and technical expertise to produce the NVIS Covert Inspection Scopes that can be used with the Goggles P/N AN/PVS-7D. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes and is issued in conformance with DFARS PGI 206.302-1; it does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request for Quote (RFQ). This RFI does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Availability of any formal solicitation may be announced under a separate Federal Business Opportunities announcement.
