The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(ii), intends to award a firm-fixed-price contract, on a sole-source basis to Physical Optics Corporation (CAGE 0AZ36) for the procurement of TDK Corporation part number (P/N) TCE1210-900-2P, Filter (Quantity (Qty) 1773); Panasonic Corporation P/N EXCML20A390U, EMI Filter (Qty 2956); Vishay Intertechnology, Inc. P/N SIE878DF-T1-GE3, MOSFET [Transistor] (Qty 591) and Phison Electronics Corporation P/N UPD-256GTTE8-033-10, Memory Module (Qty 296); as required by the V-22 Osprey Aircraft Program in support of program sustainment for the Data Transfer System (DTS), P/N 4585-00000-15-501. Physical Optics Corporation is the only known source with sufficient quantities of the obsolete parts to cover the production requirement throughout the period of performance. The original equipment manufacturers of the P/Ns described above no longer have the parts available nor are they in known authorized distributors' stock. Form, fit and function replacements are not available for the DTS and re-qualifying the parts from alternative vendors would result in substantial duplication of costs that are not expected to be recovered through competition. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for determining whether to conduct a competitive procurement.
