The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to Simauthor, Inc. Huntsville, AL (CAGE 1NWJ0) for the procurement of software subscription renewal and Analyst Expert Annual Maintenance support for the T-45 Fleet Support Team. This procurement is required to support the Fleet Readiness Center Southeast (FRCSE). Simauthor, Inc. is the only vendor capable of meeting the necessary requirements of FRCSE to the same form, fit and function that is compatible with the existing software subscriptions and maintenance support at FRCSE. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because procuring future services via another source would result in a costly duplication of effort. Simauthor, Inc. is the only source that can provide the Analyst Expert maintenance support and software subscriptions required for the T-45 Fleet Support Team. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
