Naval Air Warfare Command, Aircraft Division, Electromagnetic Aircraft Launch System (EMALS) program's intent is to procure quantity four (4) Approach Track Part Number 622017-7, associated reports, and an Integrated Master Schedule in support of CVN 79 Required-In-Yard. The awarded contract will be a Small Business Set Aside competition. This is based on previous successful competitions that were conducted for this item among small businesses. This pre-solicitation synopsis is opened to identify potential qualified small businesses, verify 2345's and capabilities, and provide drawings to the small businesses for developing a quote. There no proprietary hardware or software related to the Approach Track. The Government owns the technical drawing that will be included in the procurement package along with its Statement of Work and related CDRLs. The following information will be sent to interested parties: 1. Approach Track Drawing #622017 rev J 2. Statement Of Work/CDRLs - Approach Track dated 15 April 2019 3. Material and Process Requirement (MPR) 1222 Much of that information is export controlled. The Government has Unlimited Rights owns rights to the complete package. To qualify to receive the procurement package, potential contractors need to send a copy of their 2345, Statement of Capabilities highlighting experience with the following standards, Interpreting drawings ASME Y14.5M-1982 Metal Stamp work IAW MIL-STD-130 Experience with SAE AMS-S-6090, FED-STD-H28/20 Welding and Inspection in accordance with NAVSEA S9074-AR-GIB -010/278, CLASS M-1, Category B Welding Joint Configuration in Accordance with MIL STD-22 The above information is taken from the drawing and specifications. If a potential alternative specification is thought in your (Vendor’s) opinion superior to the ones listed above, when submitting your capability statement, make that recommendation. Although not a guarantee that it will be acceptable, the final decision is in the sole discretion of the NAWCAD engineer’s opinion. That decision will be made prior to distributing the actual drawing and all potential recipients of information will have the same information on which to build their quotation. After your capabilities are reviewed, if selected after confirming that the potential vendors had a valid Military Critical Technical Data Agreement (Form 2345) each potential contractor will receive the Approach Track drawing to provide a quotation. All submissions will be reviewed by 8 January, and RFQ packages will be sent out to addressee on the 2345 for quotation purposes. All proposals will be due by 30 January, with award to the Lowest Price from a responsible offeror.
