NAWCAD 4.11.7, Air Traffic Control & Landing Systems Division, has been tasked to provide hardware and engineering services to fabricate, modify, repair, replace, upgrade, and incorporate new and improved technologies in place of obsolete PALS components, assemblies, and associated hardware improve operability and maintainability. PALS components that will be supported include, the AN/SPN-46(V) Radar Doppler Video Processor (RDVP), the AN/SPN-46(V) Radar Control Group, Unit 19 Upgrade, the AN/SPN-46 Receiver, Transmitter, Link 4A, AN/APN-245 Radio Beacon Sets, the Unmanned Common Automatic Landing System (UCARS), the AN/SYY-1, the AN/SPN-43 Life Cycle Extension, the AN/SPN-35C Receiver, and the AN/SPN-35C Radar Processor Controller (RPC). The function of PALS is to provide precision landing information to air traffic controllers and pilots during final approach while landing aircraft aboard Aircraft Carriers and Amphibious Assault Ships. PALS equipment must be repaired, maintained, and certified to a fully operational mode to ensure maximum Fleet readiness. The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. A determination by the Government, not to open the requirement to competition based upon the response to this notice, is solely within the discretion of the Government.
