The Naval Air Warfare Center Aircraft Division, Lakehurst, intends to issue a Sole Source, Fixed Price contract to Lockheed Martin, Owego NY to revise the current Calibration Measurement Summary Report (CMRS) generated for the Load Bank Electrical (LBE) using a new Performance Network Analyzer (PNA) N5225B as well as quantity six (6) bud boxes. The proposed action is for hardware and testing for which the Government intends to negotiate with only one source under the authority of FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." Lockheed Martin is the sole developer, designer and manufacturer of the data and equipment including the source code, drawings, technical data package, assembly instructions, and hardware. The Government does not have the technical data (final version) or equipment (delivered) to obtain this item from an alternate source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, all responses received within fifteen days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
