The Naval Air Warfare Center Aircraft Division (NAWCAD) Lakehurst, New Jersey anticipates the award of a five (5) year, fixed-price, Indefinite-Delivery / Indefinite Quantity (ID/IQ) for the Mobile Facilities (MF) Program to procure services to certify MFs in accordance with 49 CFR 450, International Convention for Safe Containers (CSC). The MF is a mobile habitable shelter that is 8 feet wide by twenty feet long by 8 feet high. MFs are connected together in a MF complex in an austere expeditionary environment to support Marine Aviation Logistics Squadrons operations. MFs are procured with valid CSC inspection plates, however, when they are configured for their missions, modifications may be performed that invalidate the CSC plates. In order to maintain compliance, it is required that modifications to the shelter be approved via a plan review, or a physical test, and that compliance is documented. The Contractor shall provide engineering and technical support services related to certifying shelters for compliance with CSC in Accordance with the Statement of Work (SOW) and the requirements of the contract. The anticipated period of performance is five years. This procurement will be competed as a 100% Total Small Business Set-Aside. The NAICS code is 541330. The solicitation will be posted on or about July 15, 2019 to the Federal Business Opportunities Website (www.fbo.gov). Except as noted here, the Government will only release the solicitation/Request For Proposal, including any subsequent amendments, on this website. No telephone requests for the solicitation will be accepted, no written requests will be accepted and no hard copies of the solicitation package will be mailed. Any amendment issued will be posted to the same website. After the solicitation release, vendors should regularly access the website to ensure they have all amendments. No emailed or faxed proposals will be accepted - only hard copies with an electronic version of the proposal on a CD.
