The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with Lockheed Martin Corporation, 497 Electronics Parkway, Liverpool, NY 13088-6062 (CAGE: 03538) for the procurement of Specialized Test Equipment (STE), Specialized Repair Equipment (SRE), and manual specialized hand tools in support of the PAM and HVPS Line Replaceable Modules. The acquisition of the STE, SRE, and manual specialized hand tools is required for the Depot Level support of the E-2D Advanced Hawkeye (AHE). The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the procurement of Specialized Test Equipment (STE), Specialized Repair Equipment (SRE), and manual specialized hand tools for the Depot Level Support of E-2D Avionics. THE GOVERNMENT DOES NOT POSSESS THE TECHNICAL DATA PACKAGE TO ALLOW FOR A COMPETITIVE PROCUREMENT. All interested businesses are encouraged to respond and should provide information that includes previous efforts and related data to Kyle Perry, kyle.perry1@navy.mil no later than the response deadline specified below. All information should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents.
