The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with RUAG Aerospace Services GmbH of Wessling, Germany to provide Material Condition Inspections (MCIs) for seven (7) Royal Thai Navy (RTN) Dornier 228 aircraft. RUAG Aerospace is the Original Equipment Manufacturer (OEM) of the Dornier 228 series aircraft. The MCIs are required prior to planned upgrades of the RTN Dornier 228aircraft, which are required to be made by the OEM. Techincal data owned by the OEM, RUAG Aerospace, is needed to perform the MCIs to provide current configuration and status directly related to the planned maritime domain awareness and ISR upgrades which will be performed by RUAG Aerospace. The Government intends to award a contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
