The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to enter into sole source negotiations with Integrated Surveillance and Defense (ISD) of Wilsonville, OR to provide OCONUS FSR support and flight and maintenance training of the Tunisian MAULE light observation aircraft. This Building Partnership Capacity (BPC) case is supplementing a Foreign Military Sales (FMS) directed source effort to ISD for the same requreiments. The Government would incur unacceptable schedule delays if any vendor other than ISD were to perform the requirements covered under the BPC case. The Government intends to award a contract for this requirement under the authority of 10 USC 2304 (c) (1), as implemented by FAR 6.302-1. All responsible sources are encouraged to submit a proposal in writing that may be used by the Government in determining whether or not to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government.
