The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to negotiate on a sole source basis with BAE Systems, 450 Pulaski Rd, Greenlawn, NY 11740 (CAGE: 80249) for the development of Operational Test Programs Sets to support the AN/APX-122A Identification Friend or Foe (IFF) System, which is comprised of fifteen (15) Unit Under Test (UUT) and made up of Weapon Replaceable Assembly (WRA), Shop Replaceable Assembly (SRA) and Line Replaceable Modules (LRM). The acquisition of the UUT OTPSs is required for the support of the E-2D Advanced Hawkeye (AHE). The Government intends to solicit and negotiate this requirement under the authority of 10 USC 2304(c)(1), FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration. A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ is requesting information pertaining to the procurement of four (4) AN/APX-122A IFF Depot Level OTPSs to support the Units Under Test (UUTs) listed in Attachment 1. THE GOVERNMENT DOES NOT POSSESS THE COMPLETE TECHNICAL DATA PACKAGE TO ALLOW FOR A COMPETITIVE PROCUREMENT. All interested businesses are encouraged to respond and should provide information that includes previous efforts and related data to Kyle Perry, kyle.perry1@navy.mil no later than the response deadline specified below. All information should reference this RFI number on the subject response line of the emailed response as well as on all enclosed documents. Responses must include the company name, address, CAGE code, point of contact name and email/phone, and company business size.
