This is a notice of intent to negotiate and award a sole source contract pursuant to Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. This notice of intent is not a request for competitive proposals. This synopsis is for information purposes only, however all responses received by the stated response date will be considered by the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWC-AD LKE) intends to negotiate and award, on a sole source basis, a firm-fixed-price contract for the procurement of a quantity of one (1) each SPECTROTEST TXC35 including the installation, training and preventative maintenance of same in support of the Quality Assurance Department, Prototype, Manufacturing Division to SPECTRO Analytical Instruments, Inc. (CAGE: 0ML16), of Mahwah, NJ. The attached Statement of Work details the needed requirement and provides the salient characteristics that NAWC-AD LKE is seeking. Also attached is the NAVAIR Calibration Sets referenced in the Statement of Work. While this notice of intent is for informational purposes only, and not a request for competitive proposals, if a party believes they can provide this support, they may submit their technical capability, which demonstrates the vendor's ability to satisfy the stated requirements which shall be considered by NAWC-AD LKE. The Government will not pay for information received. The Government retains the right not to compete this requirement based on responses to this notice. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Information provided herein is subject to change and in no way binds the Government to solicit or award a contract. No solicitation will be available for this procurement.
