Mod 02: The purpose of this Mod is to address questions asked, which are as follows: Question 1: Do you have a unit dimension requirement? Government Response: No, but the Government prefers the smallest foot print, for it is likely to be carried around the aircraft. Question 2: Do you have a unit painting requirement? Government Response: No Question 3: Do you have a unit mounting requirement? Government Response: There is no mounting requirement. However, if the mounting is part of the housing of the power supply, that is acceptable. ------------------------------------------------------------ Mod 01: The purpose of this Mod is to address a question that was asked, which is as follows: Question: "What are the anticipated quantities and purchase timelines for the material related to the subject solicitation?" Government Response: "The Government would need one unit first to test and evaluate. Then the Government would possibly order 7-10 additional units. Estimated procurement timeline for 1st Article is August to October 2019. Remaining quantities would be procured over the next 5 years." ------------------------------------------------------------ INTRODUCTION The Naval Air Warfare Center - Aircraft Division, Lakehurst New Jersey is requesting information pertaining to the availability of a Twenty-Eight (28) Volt Direct Current (VDC) power unit with minimum continuous output currents of nine (9) amps. The 28 VDC Power Unit will be used to power ancillary equipment used on Unmanned Air Vehicle (UAV) for maintenance. ELIGIBILITY The PSC for this requirement is 6130; the NAICS is 335999. All interested businesses are encouraged to respond. REQUIREMENTS The DC power unit shall provide 28 VDC nominal output, maintaining a voltage of 24 to 29.7 VDC (in accordance with MIL-STD-704F). The steady-state power consumption will not exceed eight (8) Amps during normal +28VDC power conditions and at a low line input of 24 VDC. The peak power up in-rush current shall meet at a minimum of 9 amps and shall maintain during steady-state power consumption of 8 amps for duration period of 5 milliseconds. The DC power unit shall accept a range of line voltage alternative current (VAC) with the nominal minimum input of 115 VAC, single phase, 60 Hz. EMI/Tempest Line Filter can be used to meet MIL-STD-461 for conducted interference abatement for both emissions and susceptibility. The DC power unit shall be designed to withstand and operate in extreme environments including: •· Operating temperatures between -20ºF and 65ºF •· Storage temperatures between -40ºF and 120ºF •· Meter shall operate in ambient lighting conditions from direct sunlight to night •· Vibration and shock •· Explosive atmosphere •· High levels of EMI CONNECTORS AND CABLE LENGTH VDC Output: The DC power unit output, shall have a distance length between the unit and the end of the connectors of a minimum of 10 feet, with the connector using part number D38999/20WD5PN. The pin out is to the following power connector pin outs: Pin # Signal Name Note A + 28 VDC B + 28 VDC Return C + 28 VDC D + 28 VDC Return E Chassis Ground VAC Input: The DC power unit input, shall have a minimum have a NEMA 5-15P plug. An alternative switchable between a NEMA 5-15P and MS90556C44N51P is preferred but not required. EVALUATION CONSIDERATIONS The DC power unit footprint (e.g. size, weight, portability) is a key consideration for this capability need. Other technical requirements may or may not be considered tradeoffs for reduced footprint. The DC power unit shall be designed to ensure the safety of personnel and protection of equipment. SUBMITTAL INFORMATION It is requested that interested businesses submit a product information package for power units that can fully or substantially meet the requirements stated herein. Non-developmental, Commercial-off-the-Shelf (COTS) equipment items are preferred. This documentation should address the following: 1. Company Name; Company Address; Cage Code; Company Business Size; and Point-of-Contact (POC) name, phone number, fax number, and e-mail address. 2. Existing product information (e.g., product brochures, datasheets, leading particulars, technical specifications, test reports, applicable standards) and/or data available. 3. Warranty options. 4. Product obsolescence information (e.g., anticipated months to final production, end-of-life notification and tech refresh cycle times). Responses shall be submitted to Evan Schlisserman at evan.schlisserman@navy.mil)in accordance with the response date of this RFI/Sources Sought. DISCLAIMER This is Request for Information (RFI)/Sources Sought announcement is for planning purposes only and does not constitute a Request For Proposal (RFP) or Request for Quote (RFQ).
